Pinagbibitiw sa puwesto ni Capiz Rep. Fredenil Castro ang mga kaalyado ni Marinduque Rep. Lord Allan Velasco na may hawak na posisyon sa Kamara.

Sa privilege speech ni Castro, binalikan nito ang mga pahayag ng kampo ni Velasco hinggil sa hindi paggalang ni Cayetano sa term-sharing agreement.
