Proteksyon ng Filipino seafarers sa gitna ng pandemya, tiniyak ng POEA

Tiniyak ng Philippine Overseas Employment Administration (POEA) ang pagbibigay ng proteksyon at benepisyo sa mga Filipino seafarer sa gitna ng kinakaharap na COVID-19 pandemic.

Ito ay kasunod ng inilabas ng interim guidelines ng POEA Governing Board sa deployment at repatriation ng Filipino seafarers.

Sa Governing Board Resolution No. 13, Series of 2020, binigyang-diin ng ahensya ang probisyon sa tulong at benepisyo sa seafarers sakaling magkaroon ng hindi inaasahang aberya sa gitna ng deployment o repatriation bunsod ng COVID-19 related reasons.

Pinamumunuan ang POEA board ni Labor Secretary Silvestre Bello III.

Nakasaad sa resolusyon na sagot ng employer ang accommodation at pagkain ng seafarer na nakapirma sa employment contract ngunit hindi pa mai-deploy dahil sa COVID-19 related reasons, maliban kung ibibigay ng gobyerno, hanggang sa mai-deploy o makauwi ng bahay at hanggang sa contract cancellation.

Para sa seafarers naman na nai-deploy na ngunit na-stranded sa pagbiyahe ay bibigyan ng basic pay, accommodation, food, at medical benefits ng employer hanggang sa makasakay ng barko ang seafarer.

Magbibigay din ng kaparehong tulong at benepisyo ang employer sa seafarers na nakapirma na ng kontrata at nai-deploy na ngunit hindi nakasakay ng barko at na-repatriate pauwi, at maging ang seafarers na hindi mare-repatriate dahil sa COVID-19 related reasons.

Bibigayn din ng basic pay, accommodation, food, at medical benefits ang seafarers na nakakumpleto ng contractual service onboard ngunit hindi pa ma-repatriate.

“The principal/employers of the seafarer shall also provide all the cost on the accommodation and food of the seafarer during his quarantine period, unless otherwise provided by the government,” ayon sa ahensya.

Samantala, maaari namang ma-recover ng employer ang associated cost sa naturang probisyon ng tulong at benepisyo alinsunod sa employment contract o Collective Bargaining Agreement.
