Panukala upang luwagan ang pagbabayad ng renta sa bahay at eviction moratorium itinutulak sa Kamara

Isinusulong ni House Committee on Ways and Means Chair at Albay Rep. Joey Salceda ang isang panukala upang luwagan ang pagbabayad ng renta sa bahay at ang pagpapalawig sa eviction moratorium.

Base sa House Bill No. 7665 o Rent Relief Act of 2020, magkakaroon ng rent refinancing options sa may dalawang milyong households na nasa ilalim ng tenancy agreements.

Nakasaad din dito ang pagkakaroon ng tatlong buwang eviction moratorium upang magkaroon ng renegotiation ang mga tenants at landlords sa ilalim ng panukala.

Sabi ni Salceda, “The Bayanihan rent deferments are good, but because it takes people longer than 3 months to find new jobs, we still run the risk of eviction unless we can find ways to get pending rent paid now, and allow tenants more time to finance their rent. Deferments alone are unsustainable because lessors, many of which are retirees, need to eat, too.”

Binibigyang mandato ng panukala ang Social Security System (SSS), Government Service Insurance System (GSIS), at Pag-IBIG Fund na mag-alok ng pautang sa kanilang mga myembro para sa pagbabayad ng upa sa bahay.

Inaatasan din dito ang Landbank of the Philippines at Development Bank of the Philippines na magkaloob ng “rent refinancing loans” kung saan ang mga bangko muna ang magbabayad ng renta habang mabibigyan naman ng mahabang panahon ang mga tenants na magbayad sa kanilang utang na may pinakamababang interest rates.

Sa ganitong paraan ayon kay Salceda, hindi agad mapalayas sa tinitirahan ang mga renters at mabibigyan pa sila ng sapat na panahon para makahanap ng paraan na mabayaran ang kanilang upa lalo na ang mga nawalan ng trabaho sa pandemya.

Ang paghahain ng panukala ay kasunod ng pagkabahala ni Salceda na aabot sa 93,000 na households ang posibleng mapalayas sa kanilang mga inuupahang tahanan dahil sa hindi pagbabayad ng renta at pagtaas na rin ng numero ng mga bagong unemployed o walang trabaho.

“The Philippine Statistics Authority, in the 2015 Census of Population and Housing, estimates that some 2.7 million households occupy rented housing. We estimate this number to have increased to 3.1 million in 2020. Our analysis of the newly-unemployed shows that up to 3% of these households, or some 93,000 households, may be in danger of eviction due to nonpayment of rent dues even with the Bayanihan measures to provide rent relief,” wika ni Salceda.
