Ito ay ang Senate Bills 1207, 1100, at 1332.
“I fully support the initiative to transfer jurisdiction over all sub-provincial and provincial jails to the BJMP,” pahayag ni Go sa said Senate hearing na isinagawa ng Committee on Public Order na pinamumunuan ni Senator Ronald dela Rosa.
“Through this initiative, management of our correctional facilities will be more efficient and the welfare of our prisoners will be better protected,” dagdag pa nito.
Sabi ni Go, “a unified standard of management for our correctional facilities will go a long way towards ensuring proper management.”
“Under our current laws, local jails are currently under the control of two different authorities: city, municipal, and district jails are under the BJMP, while provincial and sub-provincial jails are supervised by the provincial government,” wika pa ng senador.
“This initiative before us will put all our jails under the management of the BJMP. This will make it easier to establish and implement an integrated approach to jail management,” dagdag pa niya.
Tinukoy ni Go ang datus ng gobyerno na nagsasaad na noong lamang November 2019, ay may 61 provincial jails sa bansa na mayroong total jail population na aabot 33,000.
Para aniya sa matagumpay na pagpapatupad ng naturang mga inisyatiba, kailangan kumuha ay mag-train ng BJMP ng 14,500 additional personnel.
“[L]et this also be a challenge to the BJMP. This will only succeed if the BJMP is up to the task,” wika ni Go.
“With your additional mandate, we, in the Legislative, hope that you will do what is necessary to ensure that the goals of this initiative will be attained,” dagdag pa niya.
Layun ng mga panukala nina
senators Ronald dela Rosa, Ramon Revilla, at Juan Miguel Zubiri, na makamit ang uniform at standard set ng mga polisiya at patakaran sa pangangasiwa ng local jails sa pamamagitan ng paglilipat ng control at supervision.
Sa mga nakaraang panayam, sinabi ni Dela Rosa, na masisiguro nito ang tamang proteksisyon ng mga bilanggo at mapauunlad ang kanilang kapakanan.

“Our proposed measure aims to implement a uniform, undeviating standard in the implementation of existing policies and guidelines with regard to the administration of our detention facilities,” paliwanag ni dela Rosa.
“This way, we could ensure a high probability of success in the reformation of our Persons Deprived of Liberty,” dagdag pa ni dela Rosa.
Naghayag naman ng suporta ang mga ahensiya ng gobyerno sa naturang inisyatiba. Ayon kay
Interior Secretary Eduardo M. Año, “[i]t’s just logical that all provincial jails in the country be integrated under BJMP as this will prompt a more standard implementation of policies for our jails.”
“Nararapat lamang na magkaroon ng matibay at pantay-pantay na pamamahala at pangangalaga ang ating mga kababayan sa ating mga bilangguan,” dagdag ni Año.
Maging ang Commission on Human Rights ay mahigpit na sumusuporta sa naturang hakbang.
Ayon kay CHR spokesperson Jacqueline de Guia, ang pagpasa ng panukala ay “would lead to better implementation of existing standards, policies, and guidelines in the administration of local jails with regards to the safety of inmates, persons in custody awaiting investigation, and ensuring that detention facilities meet at least the minimum standard of treatment of prisoners.”
Sa mga nakaraan, ay kaisa si
Go sa sinumpaang tungkulin ng mga taga- Department of Justice para maayos ang correctional facilities sa bansa at matiyak ang patas na pagtrato sa mga inmates.
Igiiit ni Go, na ang mga bilanggo ay dapat na pantay na tinatrato sang-ayon sa saligang batas, kayat marapat aniya na maayos ang kultura ng padrino sa correctional facilities.
“To the DOJ, do your sworn duties. I am sure you are very competent. Let us fix our correctional facilities,” Sabi ni Go.
“All prisoners, mayaman o mahirap, must be treated fairly and equally. Pare-parehas lang dapat. Walang palakasan sa bilangguan,” Pagtatapos ni Go.
