2020 census dapat munang ipagpaliban ng PSA
Hinimok ni Cagayan de Oro City Rep. Rufus Rodriguez ang Philippine Statistics Authority (PSA) na ipagpaliban muna ang 2020 population and housing census sa Enero ng susunod na taon dahil sa COVID-19 pandemic.
Base sa House Resolution 1186 ni Rodriguez, sinabi nito na naghahanda na ang PSA para sa kanilang census kung saan nakapag-hired na ang mga ito ng 113,364 data enumerators at 22,000 supervisors na magbabahay-bahay.
Kahit anya sinasabi ng ahensya na trained na ang kanilang mga tauhan para sundin ang mahigpit na health protocols tulad ng pagsusuot ng facemask at face shield gayundin ang physical distancing ay napakadelikado pa rin nito para sa mga taga PSA at kanilang mga pupuntahan.
“While the agency has given assurances that these personnel have been trained to follow strict health protocols like wearing masks and face shields and to keep a safe distance when interviewing residents for an estimated 15-30 minutes, there are still risks not only for the interviewees but interviewers and data enumerators as well,” sabi ni Rodriguez.
Giit nito, mayroong face to face linterviews kaya naroon ang posibilidad ng pagkakaroon ng COVID-19.
Bagaman mahalaga ayon kay Rodriguez population census para sa development planning at policy making ng pamahalaan hindi naman ngayon ang tamang panahon na isagawa ito.
“But this period when we are battling a pandemic is not the most appropriate time to conduct the census. We are still getting daily positive cases in the thousands, though the Department of Health is reporting that the numbers are going down,” saad ng mambabatas.
Hindi rin anya marapat na ilagay sa peligro ang kalusugan at buhay ng mga taga-PSA dahil sa census ngayong taon.
Pahayag ito ng mambabatas kasunod ng babala ng PSA na ang sinuman na hindi makikiisa sa census ay maaring makulong ng isang taon o kaya naman ay magmulta ng P100,000.
