Panukalang telemedicine, isinusulong sa Kamara

Upang mapababa ang gastos sa pagpapagamot inihain ni House Committee on Ways and Means Chairman at Albay Rep. Joey Salceda ang isang panukala para sa pagpapalakas at pagpapalawig sa telemedicine at electronic health industry sa bansa.

Sa ilalim ng House Bill 7422 ni Salceda o ang Philippine E-Health and Telemedicine Development Act of 2020 ay magkakaroon ng regulatory framework ang telemedicine at e-health ng bansa upang mas mapalawak pa ang mabibigyan ng serbisyong pangkalusugan sa mga komunidad na hindi naabot ng tulong ng pamahalaan.

Sabi ni Salceda, dahil sa COVID-19 ay napabayaan na ang ibang mga sakit sa maraming ospital kaya malaking tulong ang remote medicine services para tuluy-tuloy ang paghahatid ng healthcare services.

“Remote medicine services are essential, especially in the time of COVID-19. We’ve set aside medical services for other diseases because COVID-19 has overtaken all other health priorities. But many of these diseases we are neglecting are deadlier and more debilitating than the virus. So, we need alternatives to our traditional modes of healthcare delivery,” saad ni Salceda.

Sa ilalim pa ng telemedicine o e-health ay makakapagpa-check up sa murang halaga ang mga mahihirap na pasyente na hindi na kinakailangang personal na pumunta sa mga klinika o pagamutan ngayong mataas ang panganib ng pandemya.

Makakatulong din ang telehealth system upang maalis ang katiwalian sa PhilHealth dahil electronic na ang mga records at madaling malalaman kung may anomalyang ginagawa.

Dagdag ni Salceda, “telehealth is harder to defraud. You need to connive with more people, in an easily verifiable system, where anomalies can be identified with data analytics. If ever fraud happens in the telehealth system, we can more easily catch them.”

Sa ngayon ay nagsagawa na ng konsultasyon si Salceda sa BPO sector sa tulong na rin ng TESDA upang magamit ang industriya sa lumalawak na pangangailang ng bansa para sa telemedicine.

“We have many cellphone users, and we have a strong BPO sector. Our health care system is weak. The path seems obvious to me: let’s use our strengths to improve our weaknesses,” giit ni Salceda.
