Pagbabalik sa parusang kamatayan walang basehan – CHR

Iginiit ni Commission on Human Rights (CHR) na walang sapat na dahilan para ibalik ang parusang kamatayan sa Pilipinas.

Sa pagdinig ng House Committee on Justice, sinabi ni CHR Commissioner Karren Dumpit na maaari lamang ibalik ang capital punishment kung mayroong compelling reasons na may kaugnayan sa heinous crimes.

Paliwanag nito, nakasaad sa Saligang Batas na ang mga “most serious crimes” lamang ang maituturing bilang heinous crimes, at base sa international law, hindi kasama rito ang mga krimen na may kaugnayan sa kalakaran ng iligal na droga.

Maaari din aniyang malabag ng Pilipinas ang mga international agreements at obligations, tulad ng International Covenant of Civil and Political Rigths at Second Optional Protocol sa ICCPR kung ibabalik ang pagpapataw ng parusang kamatayan.

Bukod dito, mahihirapan din aniya kung sakali ang pamahalaan sa pakikipag-negosasyon sa kapalaran ng mga overseas Filipino worker o OFW na nahaharap sa death row.
