Magsisilbing central repository at supply reserve ng mga pagkain, gamot, bakuna, higaan, kumot at iba pang-emergency na mga gamit.
“The current COVID-19 pandemic presents a cautionary tale on the need for the country to institutionalize a system for the stockpiling of essential goods and materials,” sabi ni Lapid.
Katuwiran pa nito, “ At the start of the pandemic, the country suffered from the looming shortage of medical supplies such as face masks and personal protective equipment (PPE). This problem severely affected the performance and safety of our frontliners.”
Diin ng senador, responsibilidad ng gobyerno ang kapakanan ng mamamayan at isang pangangalaga ay ang pagtitiyak na may sapat na suplay ng mga gamot, pagkain at iba pang pangunahing pangangailangan.
Dagdag katuwiran pa niya, kapag may sapat na suplay, hindi aasa ang Pilipinas sa ibang bansa.
