Bayanihan 2 bill, lusot sa Senado

Sinang-ayunan ng 22 senador sa third at final reading ang Bayanihan to Recover as One Act bilang pagtugon sa hirit ni Pangulong Rodrigo Duterte sa kanyang State of the Nation Addres o SONA, araw ng Lunes (July 27).

Tanging si Sen. Francis Pangilinan lang ang nagparehistro ng negatibong boto.

Layon ng Bayanihan 2 na maipagpatuloy ng administrasyong-Duterte ang mga ikinakasang programa at hakbangin para pasiglahin ang ekonomiya ng bansa sa gitna ng pandemiya dala ng COVID-19.

Magiging daan ang batas, matapos pirmahan ni Pangulong Duterte, para patuloy na bigyan tulong ng gobyerno ang mga negosyo sa bansa, ang mga manggagawa kasama ang overseas Filipino workers (OFWs).

“With Bayanihan 2, the government would be assured of sufficient funding for the ramped up testing for COVID-19 and for contact tracing. It will also ensure that our valiant health workers who contract or succumb to the disease will continuously receive financial support,” sabi ni Angara, namumuno sa Senate Committee on Finance at ang nag-sponsor sa plenaryo ng panukala.

Naglaan sa batas ng P140 bilyon at gagastusin ito para sa pagbili ng swabbing test kits (P10B); unemployment and involuntary separation assistance program ng DOLE (P17B); cash for work at TUPAD programs ng DOLE (P15B); Department of Labor and Employment (DOLE); pagbibigay ng low-interest loans sa mga maliliit na negosyo sa pamamagitan ng Land Bank, DBP at Philippine Guarantee Corp. (P50B).

Gayundin ang paglalaan ng P17 bilyon sa sektor ng agrikultura, katulad na halaga sa DOTr para sa tulong sa mga apektadong miyembro ng sektor ng transportasyon, P10 bilyon sa Department of Tourism; P3 bilyon sa state universities and colleges at P1 bilyon sa TESDA.

“The new law will also allow the government to continue providing assistance to Filipino businesses and workers impacted by the pandemic, including our OFWs who were either repatriated or whose deployments were suspended,” paliwanag pa ni Angara.
