Panukalang Cha-Cha ng mga municipal mayor nakatakdang pag-usapan ng komite sa Kamara
Nakatakdang mag-convene ang House Committee on Constitutional Amendments sa pagbubukas ng 2nd regular session ng 18th Congress o matapos ang SONA ng pangulo upang pag-usapan ang panukalang Charter Change ng mga alkalde.
Ayon kay Cagayan de Oro Rep. Rufus Rodriguez, pinuno ng komite, magpapatawag siya ng virtual meeting sa loob ng dalawang lingo matapos magbukas ang kanilang sesyon.
“I will call a virtual meeting of our committee possibly within the first two weeks of our session to tackle the proposals of our 1,489 town mayors and other pending measures,” sabi ni Rodriguez.
Aniya, hihingin niya ang consensus ng mga miyembro ng komite kung tatalakayin na ang Cha-Cha kahit nasa gitna ng COVID-19 pandemic.
Nauna nang inanunsyo ng Department of the Interior and Local Government (DILG) na mayroong dalawang proposal para charter change ang League of Municipalities of the Philippines.
Kabilang dito ang tinatawag na Mandanas ruling ng Supreme Court may kaugnayan sa internal revenue allotments (IRA) ng mga local government units at ang pag-aalis ng restrictions sa foreign investment sa mga negosyong mga Filipino lamang ang maaring pumasok.
Paliwanag ni Rodriguez, ang bahagi ng IRA na mapupunta sa mga LGU ay makatutulong para sa pangangailangan ng mga ito upang tugunan ang laban sa COVID-19.
“The IRA allotments for the LGUs will be significantly increased which are needed by the LGUs to address the COVID-19 pandemic and other local development programs and strengthen local autonomy in our country”, saad pa Rodriguez.
Sa ilalim ng Mandanas ruling na inihain noon ni Batangas Governor Hermilando Mandanas nakasaad na pinapalawig ang computation of IRA at isinama ang koleksyon hindi lamang ng Bureau of Internal Revenue kundi maging ang customs na sinisingil ng Bureau of Customs, bahagi ng buwis na nakokolekta ng BARMM, buwis mula sa exploitation ng national wealth, excise tax sa tobacco products, franchise tax at iba pang buwis na sa ilalim ng National Internal Revenue Code.
