Sen. Angara gustong may database ng informal workers

Naghain ng panukala si Senator Sonny Angara para sa pagkakaroon ng national database ng mga manggagawa na nasa informal economy.

Layon ng Senate Bill 1636 o ang Informal Economy Registration and National Database Act na mabigyan ng tulong ng gobyerno ang lahat ng informal workers.

Binanggit nito, nahihirapan ang national agencies maging ang LGUs na magbigay ng tulong pinansiyal sa mga informal worker dahil marami ang hindi nakarehistro.

Sa pagdinig sa Senado, sinabi ng Alliance of Workers in the Informal Economy na may kanya-kanya namang interpretasyon ang LGUs kung sinu-sino ang maituturing na nagtatrabaho sa informal sector.

“The members of the informal economy suffered just as much or even more than their counterparts in the formal economy and yet they missed out on the assistance that was provided by the government,” sabi nito.

Dagdag pa niya, “we know them by face and oftentimes by name. They provide us with goods and services on a daily basis. They are independent and small-scale. Many of them are home-based operations so when a crisis such as this pandemic arises, they are crippled and have little or no means to survive.”

Aniya, ang mga tinutukoy niyang manggagawa ay walang kasiguruhan ang kita at wala rin proteksyon at benepisyo.
