Hiling ng NCMH para sa 635 nurse positions inindorso ng DOH at inaprubahan ng DBM

Inaprubahan ng Department Of Budget and Management(DBM) ang hiling ng pamunuan ng National Center for Mental Health (NCMH) na 635 nurse positions matapos itong i-endorso ng Department Of Health(DOH).

Una nang hiniling ng government-run National Center for Mental Health (NCMH) nitong simula pa laman ng ng 2020 ang 635 additional plantilla positions para sa nurses. Ang request ay ginawa para matugunan ang standards ng Department of Health (DOH).

Ang NCMH na bed capacity na 4,200 ay kasalukuyang nangangailangan ng aabot sa 1,086 nurses.

Nang isumite ang request, inihayag ng NCMH na mayroon lamang silang 451 na humahawak sa average daily number na 3,500 in-patients. Maliban dito, ang kapasidad at responsibilidad ng NCMH ay pinalawig din kung saan kabilang na ang research and development of interventions sa mental at neurological services sa buong bansa.

“In order to serve our patients effectively and efficiently, we need to meet the nurse-to-patient ratio prescribed by the DOH,” sabi NCMH director Dr. Roland L. Cortez. “The NCMH would not be able to give its patient’s the high quality mental health care that they need if we don’t have enough nurses. Of course, even before these additional nurse positions were approved, we continued to serve our patients in the best possible way. Now, with more nurses coming, we can finally do that without overworking our staff.”

Si Dr. Cortez, na siyang itinalagang NCMH chief noong 2018, ay gumawa ng mga makabuluhang hakbang tungo sa pagbabago at pag-papaunlad ng NCMH. Kabilang sa kanyang mga ipinatupad na pagbabago sa naturang pagamutan ay ang pagkakaroon ng maayos na dalawampung taon.

Inendorso ng DOH sa Department of Budget and Management (DBM) ang hiling ng NCMH para sa 635 nurses — kinabibilangan ito ng 5 Nurse III (SG-17) positions; 57 Nurse II (SG-15) positions; at 573 Nurse I (SG-11) positions. Nito lamang nagdaang buwan ng ng Marso ay opisyal nang naaprubahan ang naturang requests.

At dahil malaking halaga ang kailangan para sa pagbuo ng 635 nurse positions, nagdesisyon ang DBM at DOH na hatiin sa tatlong bugso ang staffing shift na gagawin ngayong taong 2020, 20201, at 2022. Para sa 2020, nakatakdang kumuha o mag-hire ang NCMH ng 312 nurses (4 Nurse III positions, 28 Nurse II positions, at 280 Nurse I positions).

Nagpasalamat naman ng lubusan ang NCMH administration sa national government sa pamumuno ni Pangulong Rodrigo Duterte sa kanilang buong suporta sa mga pagsusumikap para pagbutihin ang kalidad ng mental health care sa bansa. Nagpahayag din ang Ospital ng pasasalamat kay DOH Secretary Francisco Duque at kay DBM Secretary Wendel Avisado sa pagtitiyak na makukuha ng NCMH ang kinakailangang pondo para sa dagdag na mga nurse.

Idinagdag pa ni Dr. Cortez, “We can’t thank President Duterte, the DOH, and the DBM enough for helping us with our staffing concerns. It is because of them that more patients will be able to get the mental health care interventions that they need in order to lead productive lives.”It only shows that even with the many concerns and problems of COVID 19, President Duterte did prioritized on helping the marginalized sectors of our society, the mentally i’ll patients.
