Importasyon ng PPEs at Medical Emergency Supplies, hindi na bubuwisan
Inanunsiyo ngayon ng Bureau of Customs na hindi na papatawan ng buwis ang personal protective equipments o PPEs at mga medical emergency supplies na aangkatin sa ibang bansa.
Ito ang nilalaman ng Bureau of Customs (BOC) Customs Administrative Order (CAO) 07-2020 na nagtatakda ng mga panuntunan para sa Tax and Duty-Exempt Importations ng mga Personal Protective Equipment (PPE) at iba pangà emergency supplies salig sa Section 4(O) ng Republic Act 11469 o ang “Bayanihan To Heal As One Act” patungkol sa programa laban sa COVID-19.
Layon ng administrative order na mapabilis ang pagpapalabas ng customs clearance para sa mga imported na PPEs at mga medical goods na kailangang-kailangan ng mga mamamayanan, frontliners, mga gumagawa ng medical supplies laluna at nakaharap ang bansa sa public health emergency.
Ang mga importer ng PPEs at medical equipment and medical supplies para sa commercial purposes ay hindi na rin kailangang maghain ng Certificate of Product Notification (CPN) o Certificate of Product Registration (CPR) na inisyu ng Food and Drugs Administration (FDA) bago ilabas ang kargamento, basta ipakita lamang ang kopya ng License to Operate (LTO) at pruweba o proof of application para sa product notification sa FDA.
Gayundin ang mga importer ng ventilators, respirators at mga akyesorya na kailangan lamang din na magpresenta ng kopya ng LTO.
Ang mga health products for donation na sinertipikahan ng regulatory agencies o accredited ng third party organizations mula sa pinagmulang bansa ay automatic na cleared na, habang hindi na rin hihingin ang FDA clearance para sa releasing ng foreign donations ng PPEs, ventilators, respirators at accessories na gagamitin sa paggamot ng mga COVID-19 patient.
Ang mga imported goods alinsunod sa Section 4(O) RA 11469 na ini-release sa ilalim ng Provisional Goods Declaration ay kailangang magsumite ng Tax Exemption Indorsement (TEI) galing sa Department of Finance-Revenue Office (DOF-RO) hanggang April 12, 2020 o sa sandaling bawiin na ng Pangulong Duterte ang ECQ o alinman ang mauna.
Ang CAO 07-2020 na pinalabas ngayon ay agad na magkakabisa.
