“The report by Dexter Ganibe of ABS-CBN News is misleading since the local government is not mulling to nor even authorized to place the city under lockdown,” ayon kay Belmonte.

“I ordered the study despite indication from President Duterte that a lockdown of Metro Manila is not necessary at the moment so we will be ready for any eventuality,” ayon kay Belmonte.
