Itinalaga ni Pangulong Rodrigo Duterte si dating PhilHealth Acting President Roy Ferrer bilang assistant secretary ng Department of Health (DOH). Naging kontrobersiyal si Ferrer matapos hilingin ni Pangulong Duterte na magbitiw sa puwesto dahil sa isyu ng korupsyon noong Hunyo. Bukod kay Ferrer pinagsumite rin ng pangulo noon ng resignation letter ang lahat ng board members mg PhilHealth. Nag-ugat ang isyu ng korupsyon sa kwestyunableng pagbubuhos ng pondo ng PhilHealth sa Wellness at Dialysis Center para sa kidney treatment kahit na patay na ang mga pasyente. Nilagdaan ni Pangulong Duterte ang appointment paper ni Ferrer noong February 6. 2020. Samanala, itinalaga rin ng pangulo sina dating IBC president Katherine “Kat” De Castro bilang board director ng People’s Television Network, Inc; Atty. Lorna Kapunan bilang board member ng Cultural Center of the Philippines (CCP) at DOH spokesperson Eric Domingo bilang director general ng Food and Drug Administration (FDA).

Maliban sa pagiging dating IBC president Si De Castro ay at nagsilbi ring undersecretary sa Department of Tourism.
