P300M confidential fund, ginamit ng legal para sa cyber security concerns – DICT
Ipinagtanggol ng Department of Information and Communication Technology (DICT) ang P300-million na confidential and intelligence funds, sa pagsasabing “legitimately used” o ligal itong ginamit para sa cybersecurity and protection nang pangkalahatang seguridad ng bansa.
Sa kanilang pahayag, ipinaliwanag ng DICT na ang P300 million item sa kanilang pondo ay para sa “lawful monitoring and surveillance” ng systems at networks para suportahan ang mga tungkulin ng DICT, kabilang na cybersecurity, pagbuo at epektibong pagpapatupad ng National Cybersecurity Plan, at international cooperation intelligence sa mga bagay na may kinalaman sa cybersecurity.
Ipinalabas ng DICT ang pahayag matapos ipunto ng nagbitiw na si Undersecretary Eliseo Rio na walang mandato ang ahensiya na magsagawa ng intelligence at surveillance work.
Gayunman, sinabi ng DICT na sila ay may mandato na protektahan ang seguridad ng consumers at mga business users sa ICT-related matters at magkaloob ng technical assistance sa iba pang ahensiya ng gobyerno sa ICT-related enforcement and administration.
Ipinaliwanag pa ng DICT na ang P300 million cash advance para sa intelligence funds ay ini-liquidate nila sa Commission and Audit (COA).
“Of the 2019 GAA Confidential Expense item for the Department, Three Hundred Million Pesos (P300,000,000.00) was disbursed in (3) tranches of One Hundred Million Pesos (P100,000,000.00), each of which were liquidated with the Commission on Audit (COA). The COA did not disallow the disbursements,” ayon sa DICT.
Nabatid ng COA na nakapag-advanced ng kabuuang P300 million in cash ang DICT sa tatlong okasyon noong buwan ng Nobyembre at Disyembre nang walang required notice of cash allotment mula sa Department of Budget and Management (DBM).
Gayunman, ito ay pinabulaanan ng DICT sa pagsasabing ang mga rekumendasyon ng COA ay para sa “timeframes for disbursement” at ang kanilang main concern ay para maging episiyente ang Kagawaran sa pag proseso ng mga mahahalagang dokumento—lahat ng iyon ay tinugunan ng ahensiya.
“The Confidential Expense allocated in the 2019 GAA was legitimately used for cybersecurity and the protection of our national security, with the safety of our government’s information facilities and institutions, and the welfare of our people, being the Department’s utmost priority,” dagdag pa ng ahensya.
Samantala, sinabi naman nina President Vicente Sotto III at Senator Panfilo Lacson naghain na sila ng resolusyon na naglalayong buhayin ang komite na tututok sa intelligence funds disbursements ng mga ahensiya ng gobyerno.
