Kasunod ng kinatatakutang novel coronavirus o 2019-ncov Muling inihain ni Muntinlupa Rep. Rozzano Rufino Biazon ang pagtatatag ng Public Health Emergency Council.
Base sa House Bill 6081 ni Biazon, itatatag ang council kung saan mag-ko-convene ito kapag idineklara ang state of public health emergency.
Bukod sa infectious diseases ay mangunguna din ang council sa chemical, biological o nuclear attacks bunsod ng terorismo.
Ang Public Health Emergency Council ay tututok sa prevention, detection, management at containment ng mga public health emergencies.
Sa ilalim nito, bubuo din ng Public Health Emergency Plan na magsisilbing framework sa pagresponde sa health emergency ng bansa.
Nauna nang inihain ni Biazon ang panukala noonh taong 2003 kung saan kasagsagan ng SARS outbreak pero hindi ito umusad sa Kongreso.
