Duda pa ang ilang ahensiya ng gobyerno ukol sa panukalang pagbuo ng Department of Disaster Resilience.
Ayon kay Undersectary Ricardo Jalad, pinuno ng National Disaster Risk Reduction and Management Council (NDRRMC), sa halip na bumuo ng panibagong kagawaran, mas maiging palakasin na lang ang kanilang ahensiya.
Katwiran nito, mas makakatipid kung palalakasin na lamang ang Office of Civil Defense (OCD).
