Sa kabila ng pagkakaroon ng batas na nagkakaloob ng 20% discount sa airfare ng mga estudyante, marami pa rin ang hindi sumusunod dito.

Isa sa nakikitang problema ang kawalan ng tamang sistema kung paano maibibigay ang discount.
