Isinusulong ni Sen. Ralph Recto na mga baril, barko at iba pang mga armas na gawa sa Pilipinas ang bilhin ng militar para sa AFP modernization program.

Naniniwala ang mambabatas na sa pamamagitan nito ay matutulungan rin ang local na industriya lalo na ang ekonomiya ng bansa.
