Ang mga miyembro ng security cluster ng pamahalaan ang makapagsasabi kung dapat na bang bawiin at huwag nang palawigin pa ang umiiral na martial law sa Mindanao.
Ayon kay Senator Ronald ‘Bato’ Dela Rosa ang mga miyembro ng secury cluster ang nakakaalam ng sitwasyon sa rehiyon at sila ang nararapat na magbigay rekomendasyon sa pangulo.
