Pagbuo ng Department of Water lusot na sa komite sa Kamara

Pasado na sa Government Reorganization at House Committee on Public Works and Highways ang 35 substitute bills para lumikha ng Department of Water Resources (DWR).

Sa ilalim ng panukala ang DWR na siyang magiging pangunahing ahensya na mamamahala sa mga water resources sa bansa.

Kapag naging batas, sasailalim sa DWR ang Metro Manila Waterworks Sewerage System (MWSS), Local Water Utilities Administration, Laguna Lake Development Authority, Pasig River Rehabilitation Commission, at National Irrigation Administration.

Ayon kay Albay Rep. Joey Salceda, sa ilalim ng panukala magiging epektibo ang implementasyon ng mga probisyon ng Republic Act 9275 o ang Water Code of the Philippines at pagsunod sa Code of Sanitation of the Philippines.

Ang National Water Resources Board ang siyang magiging core organization nito habang bubuo rin ng isang independent regulatory at quasi-judicial body na tatawaging Water Regulatory Commission na magsisilbing attached agency ng DWR.

Ang DWR na rin ang siyang gagawa ng tungkulin na nakaatang sa ibang mga tanggapan kaugnay sa suplay at malinis na tubig.

Sa oras na maging ganap na batas ay pinapayagan din ang departamento na pumasok sa mga kontrata, joint ventures, memorandum at iba pang kasunduan kaugnay sa water-related projects.
