Malakanyang: Pag take over ni Pangulong Duterte sa water concessionaire naaayon sa konstitusyon

Nanindigan ang Palasyo ng Malakanyang na naaayon sa konstitusyon ang balak ni Pangulong Rodrigo Duterte na i-take over ang pamamahala sa operasyon ng mga concessionaires sakaling mabibigong solusyunan ang nakaambang krisis sa tubig sa Metro Manila.

Ayon kay Presidential Spokesman Salvador Panelo, malinaw na nakasaad sa konstitusyon na pangunahing tungkulin ng pangulo ang pagsilbihan at protektahan ang taong bayan.

Maaari aniyang i-take over ng pangulo ang pamamahala kahit sa pribadong kompanya kapag mayroong sitwasyon na nanganganib ang kaligtasan ng taong bayan pero kinakailangan aniyang magdeklara muna ang punong ehekutibo ng state of emergency.

Hindi naman kasi aniya maaaring hayaan na lamang ng pangulo na walang maiinom na tubig ang taong bayan.

“The legal basis is always when, you know the provision of the Constitution is very clear, the President’s primary duty as the head of state of the government is to serve and to protect the people.

So in any situation arising that will endanger, imperil the safety of the people, then the President has to take over”, ayon kay Panelo.
