Sina Senator Leila de Lima at dating Interior Sec. Mar Roxas ang sinisisi ni dating Senate President Juan Ponce Enrile sa palpak na GCTA Law.

Ayon kay Enrile ang dalawa ang nangasiwa noon sa paggawa ng implementing rules and regulations o IRR ng batas.
