Malacañang: Panukalang 2020 budget hindi lalagdaan ni Duterte kung ‘unconstitutional’

Hindi lalagdaan ni Pangulong Rodrigo Duterte ang panukalang P4.1 trilyong 2020 national budget kung labag ito sa Saligang Batas ayon sa Palasyo ng Malacañang.

Ang pahayag ng Palasyo ay matapos isiwalat ng isang mambabatas na makatatanggap ang bawat kongresista ng P100 milyon para sa kanilang mga proyekto.

Ayon kay Presidential Spokesperson Salvador Panelo, dapat hintayin munang maisumite sa pangulo ang panukala at ivi-veto naman ito kung labag sa Konstitusyon.

“Aantayin natin pag sinubmit na kay Presidente then he will decide whether it is pork or not. He will veto it if it is against the Constitution,” ani Panelo.

Una nang sinabi ni House Ways and Means Committee chairman Albay Rep. Joey Salceda na pinoproseso na ng Ehekutibo ang pagsama sa budget allocation para sa mga kongresista.

Pork-free naman umano ito batay sa standards ng Korte Suprema.

Samantala, ayon kay Panelo, hindi mahalaga kung ang Ehekutibo ang nagproseso nito at nasa kamay naman ng pangulo ang pagpapasya kung aaprubahan ba ito o ivi-veto.

“It doesn’t matter kung Executive ang nag-process nun. The ultimate hand that will veto or approve it will be the President’s,” ani Panelo.
