Ayon kay Senator Bong Go, naisasagawa ang transaksyon sa ilegal na droga sa New Bilibid Prisons bunsod ng “hospital pass”.

Sinabi ni Go na magkakasabwat sa anomalya ang mga preso, correction officers at maging mga duktor.
