Speaker Cayetano pinuri sa pagpasa ng priority bills

Bunga ng mabilis na pag-apruba ng dalawang pangunahing panukalang batas, umani ng papuri si House Speaker Alan Peter Cayetano.

Sa kabila nang pagsasagawa ng hearings para sa panukalang 2020 P4.1 trillion national budget, naipasa rin ng Kamara ang House Bill 304 o ang Passive Income and Financial Intermediary Taxation Act (PIFITA) at House Bill 300 o ang Amendment of the Foreign Investments Act.

Kapansin pansin na mahigit sa mayora ng mga miyembro ng Kamara ang bumuto pabor sa dalawang panukala.

Layon ng PIFITA, na iniakda ni Albay Rep. Joey Sarte Salceda, na amyendahan ang National Internal Revenue Code (NIRC) of 1997 para makahikayat ng mga bagong mamumuhunan sa bansa na lilikha ng mga bagong trabaho at imprastraktura.

Samantala, ang FIA Amendment Bill ni Rep. Victor Yap, na magiging daan para amyendahan ang halos dalawang dekada ng Foreign Investment Act, ay layon namang payagan ang mga foreign nationals na makapag-trabaho sa bansa.

“Allowing skilled professionals to work in our country would boost the competitiveness of our human resource. By working with professionals from more advanced countries, Filipinos gain fresh perspectives and new knowledge,” pahayag ni Rep. Sharon Garin sa kanyang sponsorship speech sa panukala.

Sinabi naman ni House Deputy Speaker Luis Raymund Villafuerte Jr., ang mabilis na pag-apruba sa PIFITA at FIA Bills ay pagpapakita ng kahusayan ng liderato ni Cayetano.

“Because of our effective legislative process, the PIFITA and Amended FIA bills were thoroughly discussed and debated upon prior to their final approval,” ani Villafuerte.
