Guevarra: Convict na may malupit na kaso laban sa tao bawal sa GCTA

Hindi pwedeng makinabang sa batas ukol sa good conduct ang mga convict na nakagawa ng malupit o matinding kaso laban sa tao.

Ayon kay Justice Secretary Menardo Guevarra, ban o bawal mag-avail ng good conduct time allowance para sa kanilang maagang paglaya ang mga preso na nakagawa ng “most atrocious” o pinakamalupit na krimen laban sa tao.

Paliwanag ng kalhim, ang butas sa Internal Rules and Regulations (IRR) ng Republic Act 10592 ang nagbigay-daan sa kalayaan ng mga convicts ng heinous crimes.

Sa kanyang talumpati sa Bacolod City, sinabi ni Guevarra na dapat mahinto ang naturang kamalian.

“The very real danger posed to the peace of the community and public order by the early release  of those whose capacity for vengeance and for re-inflicting pain upon victimized families has compelled us not only to review and plug the possible loopholes in the IRR, but to put a temporary halt in the process that may magnify such risks,” ani Guevarra.

Ayon pa sa opisyal, dahil sa nasabing batas ay nadagdagan ang GCTA credits pabor sa ilang inmates na nagpakita ng magandang ugali.

Dagdag ni Guevarra, nang maging malinaw ang mga mali sa IRR ng naturang batas, nakita ng Department of Justice (DOJ) na kailangang suspendihin ang pag-proseso sa GCTA credits.

Naging kontrobersyal ang isyu ng good conduct dahil sa inanunsyong paglaya ni dating Calauan, Laguna Mayor Antonio Sanchez.
