Inayos at pinaganda na noon ng Pasig River Rehabilitation Commission ang Estero de Kabulusan sa Tondo, Maynila.

Pero nagmistula muli itong tambakan ng mga gamit at kulungan ng mga hayop.

Dahil dito muling nagsagawa ng clearing operations sa nasabing estero.
