Leonen ipapanukala ang ‘pass-or-fail’ system para sa 2020 bar exams

Nais ipanukala ni Supreme Court Senior Associate Justice Marvic Leonen ang ‘pass-or-fail’ system para sa 2020 Bar Examinations.

Sa isang talumpati sa Manila Hotel, sinabi ni Leonen na dapat nang pag-isipan ang proseso ng admission sa Philippine Bar.

Ang mahistrado ang tatayo bilang 2020 Bar chair.

Sakaling matuloy ang panukala at sang-ayunan ng kapwa mga mahistrado, malalaman na lamang ng bar examinees kung pasado sila o hindi.

Sa kasalukuyang sistema makikita ang mga iskor ng examinees at nakaranggo ang mga nanguna sa pagsusulit.

Sinabi pa ni Leonen na ipapanukala rin niyang maging computerized ang Bar exams upang maisagawa ito sa iba’t ibang bahagi ng bansa.

Nais din ni Leonen na mai-upload sa SC website ang lahat ng Bar exam questions at suggested answers sa nakalipas na 40 taon.

Hindi naman nagbigay si Leonen ng paliwanag sa kanyang mga itutulak na reporma.

“These reforms have their own justification. I do not think this is the time that I will give my reasons. Suffice it to say that in any forum, I would be most willing to explain these justifications,” ani Leonen.

Tiniyak ng mahistrado na magiging ‘very reasonable’ ang 2020 Bar examinations.

“Any intelligent, coherent justice will want the Bar to simply be a qualifying exam. It is not an exam to find out the most brilliant of lawyers. It is only an exam to add into our ranks those lawyers that deserve to practice,” giit ni Leonen.
