Si Senator Francis Tolentino ang kauna-unahan sa mga senador sa 18th congress na nag-privilege speech.

Sa kanyang talumpati ay ipinagtanggol ang verbal agreement ni Pangulong Rodrigo Duterte kay Chinese President Xi Jinping sa pagpayag na makapangisda ang mga Chinese fishermen na makapangisda sa EEZ ng Pilipinas.
