Palasyo sa Duterte veto ng tenure bill: Hindi pwedeng magsara ang mga negosyo
Dumipensa ang Malakanyang sa pag-veto ni Pangulong Rodrigo Duterte sa security of tenure bill.
Ayon kay Presidential Spokesman Salvador Panelo, hindi pwedeng hayaan ng gobyerno na magsara ang mga negosyo na magreresulta sa pagkawala ng mga trabaho para sa mga Pilipino.
“Our country cannot afford business closures as it will pain us seeing a decline of job opportunities for our labor force,” ani Panelo.
Iginiit ni Panelo na hindi trinaydor ng Pangulo ang mga Pilipino dahil sa hindi nito pag-apruba sa panukalang batas.
Una nang sinertipikahan ng Pangulo na urgent ang bill noong September 2018 at isa ito sa kanyang mga campaign promises noong 2016 elections.
Pero sinabi ng Malakanyang na hindi dapat malungkot at madismaya ang mga may akda ng bill at ang mga mangggagawa sa pag-veto sa panukala.
Tiniyak pa rin anya ng Pangulo na wakasan ang hindi patas na gawi ng contractualization gaya ng labor-only contracting at end of contract o endo.
Pangako ng Palasyo, gagawin ito ng gobyerno kundi sa madaling panahon ay sa loob ng termino ng Pangulo.
Paliwanag pa ni Panelo, ang garantiya ng security of tenure ay hindi pag-authorize sa pamahalaan na wasakin ang mga employers.
Giit pa nito, ang mga employers at empleyado ay hindi pwedeng mag-exist ng wala ang isa’t isa.
“The constitutional guarantee of security of tenure does not authorize this Government to oppress or cause the self-destruction of our employers. While no business can survive without its employees, nor can persons be employed without business hiring. Labor and management cannot exist without each other,” dagdag ni Panelo.
Kapag napasa anya ang bill, maaaring mawalang ng gana ang mga negosyante na ang mga manggagawa ang apektado.
“As jurisprudence states, [t]he aim is always to strike a balance between an avowed predilection for labor, on the one hand, and the maintenance of the legal rights of capital, on the other.”
