Napanatili ni Senate President Tito Sotto ang kanyang pwesto sa pagbubukas ng 18th Congress.

Tiniyak naman nito na magiging independent pa rin ang Senado kahit malakas ang pwersa ng mga kaalyado ng administrasyon.
