Pinamamadali ni Pangulong Rodrigo Duterte sa Kongreso ang pagbuo ng Department of Disaster Resilience (DDR).
Sa kaniyang ikaapat na State of the Nation Address (SONA), iginiit ng pangulo na layon ng departamento na tututok sa pagresponde sa mga kalamidad at climate change sa bansa.
“The Philippine experience has shown that natural disasters are poverty creators. That is why we need to hasten the establishment of disaster resilience so that this department (will) focus on the natural hazards and climate change,” pahayag ni Duterte.
Ibinida naman ng pangulo ang mga ginagawang hakbang ng gobyerno para ipatupad ang two-pronged strategy para sa inaasahang pagtama ng “The Big One.”
Biro pa ng pangulo, sinabi ng kaniyang ‘sidekick’ na maitatala ang unang crack sa aisle ng House of Representatives plenary hall sa pagtama ng “The Big One.”
Una nang binanggit ng pangulo ang naturang departamentoo sa kaniyang ikatlong SONA noong taong 2018.
