CHR: ‘Collateral damage’ sa police operation hindi dapat balewalain
Iginiit ng Commission on Human Rights (CHR) na bagamat hindi maiwasan na mayroong tinatawag na “collateral damage” sa operasyon ng pulisya, hindi dapat balewalain ang isyu.
Ayon kay CHR spokesperson Atty. Jacqueline de Guia, dapat imbestigahan ang operasyon ng mga pulis para mapatunayan kung nagawa ang mga hakbang para hindi magkaroon ng “mishap” o pagkakamali sa operasyon.
“There should always be a higher threshold in protecting the right to life,” ani De Guia.
Binanggit ng CHR ang probisyon ng Konstitusyon kung saan nakasaad ang pahayag na “no person shall be deprived of life, liberty, or property without due process of law, nor shall any person be denied the equal protection of the laws.”
Pinaalalahanan ng CHR ang gobyerno lalo na ang mga otoridad na mandato ng mga ito na tiyakin na natutupad ang Saligang Batas.
“We remind the government, especially our law enforcers in this case, that it is their mandate to ensure that these guarantees are carried out, and not merely dismiss possible human rights violations nonchalantly, as part of their sworn duty to serve and protect the people,” dagdag ni De Guia.
Ang pahayag ng CHR ay kasunod ng pagkamatay ng 3 anyos na batang si Myka Ulpina na nabaril sa gitna ng enkwentro sa pagitan ng umanoy mga tulak ng droga at mga pulis sa Rodriguez, Rizal.
Ayon sa Philippine National Police (PNP), ang bata ay ang anak ng target ng operasyon na si Renato Dolorfina.
Ginamit umano ng suspek ang anak bilang human shield laban sa pamamaril ng mga pulis, bagay na itinanggi ng ina ng bata.
