COA: Dagdag sahod ng Pag-IBIG employees hindi awtorisado
Walang authorization mula sa Office of the President (OP) ang dagdag sweldo ng mga empleyado ng Home Development Mutual Fund (HDMF) o Pag-IBIG Fund na nagkakahalaga ng P248.3 million.
Sa COA report noong na may petsang June 11, sinabihan ng COA ang pamunuan ng Pag-IBIG na itigil ang pamimigay ng umento sa sweldo at i-refund ang naibigay ng dagdag sahod dahil ang disbursements ay labag sa Presidential Decree 1597 at Memorandum Order noong 2001.
Ayon sa COA, nagpatupad ang Pag-IBIG Board of Trustees ng general increase sa sweldo ng lahat ng tauhan liban sa mga appointees ni Pangulong Rodrigo Duterte.
“The grant which took effect on August 1, 2018, was based on Section 8.2 of the 2009 HDMF Compensation System for Employees,” ayon sa report.
Paliwanag ng Pag-IBIG, ang dagdag sweldo ay ginawa sa pamamagitan ng regular adjustments para sa mga empleyado ng gobyerno kaya hindi nito kailangan ng pag-apruba ng Pangulo.
Pero sinabi ng COA na sa Supreme Court ruling, sakop ng PD 1597 ang mga government owned and controlled corporations (GOCCs).
