Ayon kay Presidential Spokesman Salvador Panelo, sa cabinet meeting Lunes ng gabi ay inirekomenda ng Department of Labor, Department of Finance, Department of Foreign Affairs, Department of Justice, Bureau of Internal Revenue, Bureau of Immigration at National Intelligence Coordinating Agency ang joint memorandum circular.

“To harmonize policy guidelines for foreign nationals intending to work in the Philippines, a joint memorandum circular among the DFA, DOF, DOJ, BIR, DENR, PRC, BI and NICA is requested. Through this JMC, foreign nationals shall first secure an alien employment permit, a working visa, and a tax identification number before they can be permitted to work in the country,” ani Panelo.

“Labor and Employment Secretary Silvestre H. Bello and Dir. Nikki Tutay, on the other hand, reported on the status of foreign employees in the Philippines. The top foreign nationals working in the country are Chinese, Japanese and Koreans, mostly working in administrative support, offshore gaming operations and business process outsourcing,” dagdag ng Kalihim.
