Nagprotesta ang iba’t ibang grupo sa Senado kasabay ng pag-apruba sa dagdag buwis sa mga sigarilyo.
Ayon sa mga health advocates, layon ng panukalang batas na mabawasan ang mga naninigarilyo sa bansa dahil sa mas mataas na excise tax.
Ang dagdag pondo mula sa sigarilyo ay gagamitin sa implementasyon ng Universal Health Care Program ng gobyerno.
