COA: P49M ‘anti-poverty fund’ mula Pagcor hindi ginamit
Hindi ginamit ng National Anti-Poverty Commission (NAPC) ang P49 milyon sa P50 milyon na tulong pinansyal na natanggap ng ahensya mula sa Philippine Amusement and Gaming Corporation (Pagcor) noong 2017.
Sa report ng Commission on Audit (COA) na inilabas noong May 23, nakasaad na ang ginamit lamang ng NAPC ay P969,479.50 para sa socio-civic programs na pinaglaanan ng pondo.
“Funds received from Pagcor as financial assistance for the socio-civic programs and projects of NAPC, recorded under the account due to GOCCs amounting to P49,030,520.50, remained unutilized as of December 31, 2018; thus, depriving the intended beneficiaries and the public of the benefits that could have been derived from the project,” pahayag ng COA.
Paliwanag ng commission, sa ilalim ng memorandum of agreement (MOA) na pinirmahan noong April 5, 2017, magbibigay ang Pagcor ng P50 milyon na pondo sa NAPC.
Ang pondo ay para sa socio-civic projects kabilang ang pagpapabuti ng antas ng edukasyon sa Mindanao, pamimigay ng livelihood projects sa Luzon at pagpapa-unlad ng coconut enterprises sa Visayas.
Pero ayon sa COA, hindi natuloy ang mga proyekto matapos utusan ni dating NAPC lead convenor Liza Maza ang Administrative and Financial Management Service (AFMS) na itigil ang paglalabas ng pondo mula sa grant ng Pagcor noong January 2018.
Ang hakbang ay dahil sa utos naman ng Pagcor kaugnay ng kanilang plano na isailalim sa audit ang naturang tulong pinansyal.
Pero walang impormasyon ukol sa paglalabas ng pondo at wala ring impormasyon mula Pagcor tungkol sa resulta ng audit nito at kung itutuloy ba ang planong mga proyekto.
Samantala, pumayag ang mga opisyal ng NAPC sa mungkahi ng COA na hilingin sa Pagcor na palawigin ang validity ng MOA.
“We recommended, and management agreed to make representations with Pagcor and request the possible extension of the validity of the MOA, and if Pagcor denies the request, direct the accountant to return the unutilized amount,” pahayag ng COA.
