Cash incentives na nakuha ng DOH-Bicol ipinasasauli ng COA

Ipinababalik ng Commission on Audit sa Department of Health-Bicol Region ang halagang P5.4 million incentives na ibinigay sa kanilang opisyales at empleyado noong taong 2013.

Sa naging pasya ng COA, ibinasura nito ang petition for review na inihain DOH-Bicol kaugnay sa notice of disallowance.

Sinabi ng COA na ang petisyon ng DOH-Bicol ay inihain makalipas ang 565 araw o lagpas na sa 180-day reglementary period mula noong matangap ng mga ito ang notice.

Ang kapabayaan anila ng petitioners na maghain ng apila sa tamang oras ay masasabing inabandona na ng mga ito ang kanilang karapatan na kwestyunin ang desisyon o kaya naman ay tinatanggap na ang pasya para maging final and executory ito.

Nakasaad pa sa desisyon na ang Collective Negotiation Agreement na ipinagkaloob sa DOH-Bicol officials and employees ay galing sa savings ng ahensya at sa mga inilabas na pondo para sa training and seminar purposes na kontra sa Department of Budget and Management Budget Circular.
