MWSS ipinagtanggol ang China-funded na Kaliwa Dam

Idinepensa ng Metropolitan Waterworks and Sewerage System (MWSS) ang desisyon ng gobyerno na piliin ang Kaliwa Dam na bubuoin ng China kumpara sa Kaliwan Intake Weir project ng Japan.

Sa pagdinig ng Senado araw ng Martes, kinuwestyon ni Senador Sherwin Gatchalian ang MWSSS kung bakit hindi ikinonsidera ang proposal ng Japanese firm na Global Utility Development Corporation (GUDC).

Sa isang press conference noong Lunes, iginiit ng naturang kumpanya ang bentahe ng kanilang Weir project kumpara sa dam na nais buoin ng China.

Ang pitong metro lamang na taas ng dam ng GUDC ay kayang magsuplay ng 550 million liters per day ng tubig kumpara sa 62 metro na taas ng China-funded dam na kayang magsuplay ng 600mld.

Iginiit din ni Gatchalian na mas mabilis ang konstruksyon ng Japanese proposal kaysa sa China-funded na dam.

“They are claiming that their construction cost is 410 million (dollars) versus the Chinese loan of 800 million (dollars), which is double. But the capacity is almost the same. 550 million liters per day for the Japanese and 600 for the Chinese loan. At the same time if you look at the technical description mas mabilis gawin yung sa Japanese proposal versus the Chinese proposal,” ani Gatchalian.

Pero paliwanag ni MWSS administrator Reynaldo Velasco, mas kailangan ng bansa ang impounding dam o isang dam na makapag-iimbak ng tubig tulad ng proposal ng China.

Giit ni Velasco, walang gamit ang isang weir o low dam lalo na kapag summer dahil hindi kayang makapag-imbak dito ng sapat na tubig.

“We cannot be sure that during times of crisis we can store water under Japanese contract. What would be the use of the dam if you could not use it especially during summer? If we put up just a weir and there is a dry season we won’t be able to store enough water,” giit ni Velasco.

Sinabi pa ng opisyal na kayang mapalawig sa 2,400 million liter per day ang kapasidad ng Kaliwa Dam ng China kumpara sa maximum na 550mld ng Japanese proposal.

Sa huli, sinabi ni Velasco na wala nang magagawa ang lahat dahil aprubado na ng pangulo ang Kaliwa Dam project na popondohan ng China.
