Sa pamamagitan ng Outboard Motor Center of Excellence ay mapapaigting ng Philippine Coast Guard ang kapasidad sa pagsasanay ng mga tauhan nito at mga kagamitan.
Ang center for excellence na ito ay mayroong mga classroom, barracks at may outboard motor maintenance lab na pinangangasiwaan ng U.S Naval Facilities Engineering Command.
Ang pasilidad na joint project sa PCG, U.S Coast Guard, the JIATF-W, the Joint U.S Military Assistance Group (JUSMAG) at ng U.S Department of State Bureau of International Narcotics at ng Law Enforcement Affairs ay nagkakahalaga ng P156-M.
Kabilang sa dadalo sa pagbubukas ng Outboard Motor Center Training Facility ay sina Coast Guard Commandant, Admiral Elson E Hermogino, United States Embassy Deputy Chief of Mission John C Law at si Deputy Director of the Joint Interagency Task Force-West (JIATF-W) Earl Hampton.
