NAMFREL, hinimok ang publiko na maging citizen election observer
Hinimok ng National Citizens’ Movement for Free Elections o NAMFREL ang publiko na maging “citizen election observer” para sa May 2019 midterm polls.
Ang pahayag ay kasabay ng pagsisimula ng election period bukas (January 13).
Ayon sa NAMFREL, ang sinumang indibidwal ay maaaring maging citizen election observer sa kani-kanilang komunidad.
Kung mayroong mapansin o makitang anumang uri ng election violation, maaaring kunan ito ng litrato, i-dokumento ito o kumalap ng mga ebidensya at i-report sa Commission on Elections o Comelec at NAMFREL. 
Muli namang ipinaalala ng NAMFREL ang ilang mga ipinagbabawal tuwing election period, alinsunod sa Comelec.
Kung walang otorisasyon mula sa poll body, kabilang sa mga bawal ay ang pagdadala ng armas o iba pang deadly weapons; paggamit ng security personnel o bodyguards ng mga kandidato; at organization o maintenance ng reaction forces, strike forces o iba pang kahalintulad.
