Comprehensive Tax Reform Program lusot na sa Kamara

Pasado na sa ikatlo at huling pagbasa sa Kamara ang ika-apat na bahagi ng Comprehensive Tax Reform Program (CTRP) ng Duterte administration na layong gawing simple at patas ang pagbubuwis sa bansa.

Sa botong 190 na YES at 7 na NO, pumasa ang nakalusot ang House Bill 8645 o Passive Income and Financial Intermediary Taxation Act of 2019.

Layon ng panukala na i-harmonize ang walumpung tax rates at gawin na lamamg itong apatnapu at isa.

Bukod pa ito sa pagpapawalang saysay sa maraming special laws na nagbibigay ng special rate at exemptions.

Isasaayos din nito ang buwis na ipinapataw ng mga financial intermediaries tulad ng mga serbisyo na savings, investments pati debt at equity instruments.

Papatawan naman ng unified income tax ang mga interes, dibidendo at capital gains habang 2% naman ang ipapataw sa mga pre-need, pension at life insurance.

Sa oras na maging ganap na batas, makikinabang dito ang mahihirap at middle class dahil ang buwis sa savings ay bababa sa 15% mula sa kasalukuyang 20%.
