Acting CJ Carpio, naniniwalang hindi labag sa Konstitusyon ang MOU sa oil and gas dev’t sa WPS
Naniniwala si Acting Chief Justice Antonio Carpio na hindi labag sa 1987 Consitution o ruling ng Permanent Court of Arbitration ang nilagdaang Memorandum of Agreement ng China at Pilipinas sa oil and gas development sa West Philippine Sea.
Paliwanag ni Carpio, wala kasi sa MOU na nakadaan na mayroong joint exploration at exploitation ang dalawang bansa.
Sa halip, nagkasundo lamang aniya ang Pilipinas at China na magkaroon ng negosasyon sa Cooperation Agreement on the Exploration and Exploition of oil and gas in maritime areas to be agreed upon.
Matatandaang una nang binabatikos ng kritiko ang nilagdaang MOU sa pangambang tuluyang saklawin ng China ang West Philippine Sea.
