Sa memorandum circular number 52, kasama sa inter-agency task force on federalism at constitutional reform ang Office of the Cabinet Secretary, Presidential Management Staff, Presidential Communications Operations Office (PCOO), Office of the Presidential Spokesman, Presidential Legislative Liaison Office, Office of the Political Adviser, Commission on Higher Education (CHED), Development Academy of the Philippines at University of the Philippines (UP) Law Center.
