Ito ay matapos kwesyunin ni dating Majority House Leader Rodolfo Fariñas ang resolusyon na nais aprubahan ng mayorya upang ilagay sa record ang pagiging House Speaker ni Gloria Macapagal-Arroyo.
Tanong ni Fariñas, kung dumaan sa House Rules Committee ang resolusyon dahil siya aniya ang pinuno ng nasabing komite.
Ayon naman kay Deputy Speaker at tumatayong presiding officer Rolando Andaya, hindi na si Fariñas ang majority leader noong naganap ang eleksyon at ito ay si Deputy Speaker Fred Castro na.
Gayunman, naitala pa rin sa record ng kamara ang pagiging speaker GMA sa kabila ng pagtutol ni Fariñas.
Matapos suspindehin ni Andaya ang sesyon, nagsisigaw naman si ACT Teachers Representative Antonio Tinio at sinabing pinatayan siya ng mikropono at dapat mahiya ang kanyang mga kasamahang kongresista.
