Itinalaga ni Pope Francis si Most Rev. Jose Elmer Mangalinao bilang bagong obispo ng Diocese of Bayombong sa lalawigan ng Nueva Vizcaya.
Si Mangalinao ay ang kasalukuyang Auxiliary Bishop ng Archdiocese of Lingayen-Dagupan.
Siya na ang ikatlong obispo ng Bayombong at sinundan si Bishop Ramon Villena na nagretiro noong taong 2016.
Naordinahan bilang pari si Bishop Mangalinao para sa Diocese of Cabanatuan noong 1985 at nagsilbi rin bilang Vicar General ng diyosesis at pangulo ng College of the Immaculate Conception.
Ayon sa Diocese of Bayombong, iaanunsyo ang petsa ng kanyang installation sa takdang panahon.
