Dating DA Secretary Alcala, 23 iba pa, pinakakasuhan ng graft sa anomalya sa garlic cartel
Mahaharap sa kasong paglabag sa Anti-Graft and Corrupt Practices Act (Republic Act No. 3019) si dating Department of Agriculture (DA) Secretary Proceso Alcala at 23 iba pa.
Ito’y matapos makitaan ng probable cause ng Office of the Ombudsman ang naturang mga opisyal ang reklamong isinampa sa kanila kaugnay sa maanomalyang garlic cartel.
Bukod kay Alcala, kasama rin sa mga mahaharap sa kaso sina Bureau of Plant Industry (BPI) Director Clarito Barron, BPI Division Chiefs Merle Palacpac at Luben Marasigan, garlic traders Lilia “Lea” Cruz, Edmond Caguinguin, Rolan Galvez, Rochelle Diaz, Ma. Jackilou Ilagan, Jon Dino De Vera, Napoleon Baldueza, Jose Ollegue, Laila Matabang, Angelita Flores, Gaudioso Diato, Denia Matabang, Jose Angulo, Jr., Raffy Torres, Mary Grace Sebastian, Renato Francisco, Rolando Manangan, Orestes Salon, Prudencio Ruedas at Shiela Marry Dela Cruz.
Nagbtid na mula 2010 hanggang 2014, nasa kabuoang 8,810 import permits (IPs) ang inisyu nila Alcala, Barron, Palacpac at Marasigan.
Sa naturang bilang, 5,022 permits ay napunta sa mga importers at affiliates ng Vendors Association of the Philippines, Inc. (VIEVA) na hawak naman noon Lilia Cruz.
Si Cruz ay itinalaga mismo ni Alcala bilang chairperson ng National Garlic Action Team (NGAT) na nagsisilbing consultative body ng DA sa garlic production at supply program.
Lumalabas din sa imbestigasyon, na si Alcala, ay nag apruba ng IPs sa kabila ng umiiral na order na nagsususpinde sa pag-iisyu ng IPs.
Nakalagay sa section 3 ng RA 3019 na bawal ang conflict of interest sa pag apruba ng proyekto ng gobyerno.
