Paliwanag ni Belgica, alam ni Napoles na may katiwalian sa paggamit ng Priority Development Assistance Fund ng mga mambabatas pero ginawa pa rin niya ito dahil sa kanyang mga boss na mga pulitiko.
Naging bahagi anya ng raket si Napoles para makuha nito ang kanyang share.
Pero sinabi ni Presidential Sokesman Harry Roque na ang pahayag ni Belgica ay personal nitong opinyon.
